The Recommendation Report presents a comprehensive set of proposals to align Fiji’s CRVS system with international standards and global good practices. These recommendations outline key legal reform priorities emerging from the targeted review of the Births, Deaths and Marriages Registration Act 1975 (BDMR Act), its subsidiary regulations, and linked legislation.

The overarching objective of the Review is to support the development of a modern, inclusive and digital-ready CRVS system that guarantees legal identity for all, supports high-quality vital statistics, and aligns with international norms while remaining practical within Fiji’s context.

The Recommendation Workshop provides a critical platform for aligning all stakeholders on the objectives, process and future direction of the Review. Addressing outdated or inconsistent legal frameworks—and ensuring that modernised legislation is responsive to emerging socio-technical realities while protecting personal data—is essential for strengthening Fiji’s CRVS system.

Ultimately, the Workshop will lay the foundation for coordinated action and effective reform implementation, supporting stronger CRVS systems and improved public policy outcomes for Fiji. The Recommendation Report will now be considered by the CRVS Committee and the Permanent Secretary for Justice. Their review will inform policy instructions leading either to tailored drafting instructions or the preparation of a draft Amendment Bill.
