​International recommendations/standards, contemporary technologies and regional cooperation

This training is a Peer-to-Peer technical collaborative exchange between Fiji Bureau of Statistics and Statistics for Development Division to the Papua New Guinea National Statistical Office on the compilation of International Merchandise Trade Statistics (IMTS) using best practice.

To run a similar workshop to the 2019 HIES Regional Sampling and Planning workshop, with a widening of the scope to include:

• Introduction to the scope, aims and format of the project.
  Outline of the programme.
• Background to census approaches (UN), developments in traditional censuses in recent years, summary of countries using different methods.

​Areas to be covered:

• The Netherlands register-based census: Rationale, approaches, pros and cons and key experiences and lessons learnt.
• National Strategies for the development of Statistics (NSDSs); a critical requirement in strengthening use of administrative data/registers for official statistics.
• A synthesis of key insights and lessons learnt from the a

​Areas to be covered

• Establishing, running and using population registers: The Norwegian experience.
• Civil registration systems in the Pacific; A Critical foundation for functional population registers.
• The journey towards application of combined methods for 2020 Population Census: Experience from Indonesia.

​Areas to be covered

• The Swedish register-based census: Rationale, approaches, pros and cons and key experiences and lessons learnt.
• Register-based censuses in the Nordic countries (i.e.

• Admin Data Census for England and Wales – Progress, challenges and lessons learned.
• Combined censuses - Spain (2011), Italy, Germany.
• Key lessons on the use of registers/ administrative data in addressing gaps in the 2018 New Zealand Census.

• Pacific Island examples of approaches to census taking and experiences on access and use of registers/administrative data in the census.
  What admin data might potentially be available and useful – any barriers (e.g. capacity, legal issues etc.).
• Next steps: guidance on approach to phase 2 of the project.
